Executive Officers
Louis J. Pacheco
Louis J. Pacheco joined the Raynham Police Department in 1974
as a civilian dispatcher. Thirty-three years later and now Chief
of Police, he commands the Regional Electronic and Computer Crime
Taskforce (REACCT) investigative unit and digital and video forensics
laboratories, which specializes in video and digital forensics.
Chief Pacheco currently is involved in a project called "INFORM" (Integrated
Fiber Optic Response Mechanism), which showcases the speed and
versatility of a fiber optic public safety network, and shares
video, data and voice. Pacheco holds a BA, Criminal Justice degree
and an MA, Public Administration.
Toby M. Finnie
Toby M. Finnie's background in law enforcement and criminal
justice includes more than sixteen years of service to public
safety agencies. She is a participating member of the Futures
Working Group collaboration between the Federal Bureau of Investigation
and the Society of Police Futurists International. She was a
planning panel member and technical working groups participant,
co-authoring Investigating Crime on the Internet & Networked
Computers and Forensic Examination of Digital Evidence: A Guide
for Law Enforcement. She was a member of the National Cybercrime
Training Partnership editorial board and is a past member of
Computer Technology Investigators Northwest board of directors.
Stuart Hyde
Stuart Hyde is Assistant Chief Constable with West Midlands Police,
the second largest police force in England. He has long been interested
in the police response to issues on the Internet and has presented
his thoughts widely across the globe. As a professional police
manager, he is dedicated to seeing that Law Enforcement is better
equipped to deal with digital crime. His national efforts led to
the creation of the Child Exploitation and Online Protection Center
(CEOP) in the UK.
Michael W. Finnie
Michael W. Finnie, Computer Forensic Specialist, brings a broad
background of skills to HTCC. A former investigator for the Custer
County (Colorado) Sheriff's Department and director of that agency's
high tech crime unit, he participated in several multi-jurisdictional
efforts, including the Colorado Internet Crimes Against Children
Task Force. He now applies his skills in the private sector. He
is a member of several professional organizations and has participated
in multiple Technical Working Groups. Finnie also serves as an
instructor in the University of Washington certificate program
in computer forensics.
Michael Farber
Michael Farber is employed as a Computer Forensics Investigator
by the New York State Department of Health, Office of Professional
Medical Conduct. He is also a member of the International Association
of Computer Investigative Society (IACIS), High Technology Computer
Investigative Association (HTCIA) and is Co-Chair of the NYS Office
of Cyber Security & Critical Infrastructure Coordination's
Computer Forensics Workgroup. Farber received the New York State
Department of Health's Commissioners Recognition Award for his
work in computer forensics.
Joseph Coffey
Joseph Coffey has significant experience in business finance and
operations, and he played an integral part in the overall development
of Computer Forensics, Inc. (CFI) before it was acquired by Navigant
Consulting, Inc. (NCI) in May of 2005. In addition to his business
acumen, he has extensive experience with a variety of complicated
software applications, including Geographic Information Systems
(GIS) and Computer Forensic software.
